Panchayats to get more resources and powers in MP

Mr Bhargava at Panchayat Raj empowerment workshop

Bhopal, 8  July, 2015 (Abdul Ahad Farhan): Panchayats & Rural Development and Social Justice Minister Mr Gopal Bhargava has said that more resources and powers will be given to empower Panchayats. Mr Bhargava said that selected villages of various development blocks and Janpad Panchayats should be developed as Smart Villages in accordance with Smart City Project. Mr Bhargava said that rural areas can be connected with mainstream of development with the cooperation of Panchayat representatives. Therefore, they should constantly monitor quality of constructions in rural areas and discharge their duties earnestly. Minister Mr Bhargava was inaugurating a workshop on empowerment of 3-tier Panchayat Raj here today.

All Zila Panchayat Presidents and Vice Presidents and Janpad Panchayat Presidents attended the workshop. Mr Bhargava informed that electronic payment system has been introduced to make Panchayats’ functioning transparent. He informed that 50 percent reservation has been given to women in Panchayat Raj system in Madhya Pradesh against which 60 percent women have been elected as Panchayat representatives. He asked for total adherence to provisions of Madhya Pradesh Panchayat Raj and Gram Swaraj Act 1995.

ACS Panchayats and Rural Development Mrs. Aruna Sharma asked the Panchayat representatives to play significant role in changing fortune and image of villages. Mrs. Sharma said that amendments will be considered to amend laws and rules to further empower Panchayats. She said that funds of 14th Finance Commission will be made available to Gram Panchayats and funds of State Finance Commission to Janpad, Zila Panchayats and state level. Initiative will be taken to allot budget in proportion of rural population and number of Gram Panchayats in development blocks and changes will be made in purchase of materials in Panchayats.

Secretary Panchayats and Rural Development Mr Sanjeev Kumar Jha and Commissioner Panchayat Raj Mr Raghuveer shrivastava discussed effective implementation of provisions and rules under Madhya Pradesh Panchayat Raj and Gram Swaraj Act 1995. MNREGA Commissioner Mrs. Smita Bhardwaj gave a presentation on electronic fund management system and Director Samagra Social Security Mission Mr Ajit Kumar on direct transfer of funds in beneficiaries’ bank accounts through Samagra.
