TOD policy to help smart development of cities: Mrs. Maya Singh

Administrative approval to TOD and TDR policy

Bhopal, June 6, 2018 (Ataullah Faizan):  Minister for Urban Development and Housing Mrs. Maya Singh has said that Madhya Pradesh Government wants to encourage smart development in urban areas. Therefore, a Transit Oriental Development Policy has been prepared by the Urban Development and Housing department. Under the policy, M.P. Transference Development Rights have been made. This policy will help specially the development of nearby areas of transit stations and transit corridors of all the cities of Madhya Pradesh. This policy will be implemented in phased manner in all the cities to redress problems related to infrastructure development and transport. TOD Policy and TDR rules have been given administrative approval in a meeting held at Mantralaya. Mrs. Maya Singh further mentioned that the basic infrastructure of cities comes under pressure due to the increasing population of cities of the state. As a result, problem of transport and market besides on public facilities surfaced, these problems could be redressed easily after the preparation of this policy. She stated that healthy development activities will be conducted between land utilisation of cities and transit after the implementation of TOD policy and better utilisation of public facilities besides public transport could be ensured owing to less expansion of cities. At present, Special Purpose Vehicle are being set up in 19 cities to strengthen public transport facilities in Madhya Pradesh, which have already been started at Indore.

Moreover, Mrs. Maya Singh has informed that states have been advised to prepare a policy by the Government of India after preparing a National Transit Susceptible Development Policy. In this series, a draft of TOD and TDR has been prepared by the Madhya Pradesh government. Under the policy, development of public facilities, entertainment, transport, slum rehabilitation, public housing construction, infrastructure in the concerned area and options to obtain development rights certificate against land value would be available to land owners for special use by the government and its undertakings.

After the implementation of these rules, more availability of land would be ensured for agencies, participating in urban development. Development rights certificates could be issued to the land owners in place of their land value. Development rights certificates will be like share certificates. If land owner wishes, he/she can use this development rights certificate for his/her other land. or he/she can sell it to the land owner. ‘Development rights certificate account would be kept by the town and country planning and it is required to give complete information about the use of development rights certificate or its sale. After the implementation, these rules will pave way for speedy implementation of ambitious and important schemes like metro project, development of parking areas and others.
