nagend6.1.11Bhopal, January 6, 2011 (Ataullah Faizan):  Recovery will be strictly made from the contractors, who leave works of Public Works Department incomplete. This instruction has been issued to all the officers concerned as per the instructions given by Public Works Minister Mr. Nagendra Singh for ensuring more transparency and improving style of functioning in the department. In the circular issued to chief engineer, superintending engineers and executive engineers, they have also been instructed the collect information about the works being undertaken by contractors and post the same on the website. It has been come to the fore during a recent review made by the Public Works Minister that the provision of recovery is not being implemented in desired manner due to which fiscal interests of the state government are being affected.

It has also come to light action has been taken against some contractors in various sections of the department for not starting the work or doing the work at a slow pace and new tender has been floated for the rest of the work on basic cost of the contract. This makes the contractor concerned liable for penalty, recovery of which is made by the executive engineer of the district concerned through RCC. But these recoveries are confined to documents alone and are not being made in effect.

The Public Works Minister instructed that monthly return of recoverable amount against such contractors should be sent to the superintending engineer positively.  It also came to the notice that some contractors are being entrusted excess contracts in the state. This is affection quality of works. Therefore, the officers have been instructed to post information about the works given to contractors in excess to their capacity.
