cmpancha5.1.16Bhopal, January 5, 2016 (Ataullah Faizan):  Chief Minister Mr. Shivraj Singh Chouhan has said that insensitive conduct with people and negligence of their welfare will not be tolerated. Conduct with gentle persons should be gentle, but strict action should be taken against evil-doers. Departmental Minister Mr. Gopal Bhargava, Chief Secretary Mr. Anthony de Sa and ACS Panchayats & Rural Development Mrs. Aruna Sharma were also present on the occasion. The Chief Minister said that public participation in monitoring of Panchayat construction works should be increased.

He said that arrangements should be made that villagers can send photographs of poor quality of construction works through mobile to higher officers. Complicated departmental processes should be simplified. Arrangements should be made more transparent. He said that monitoring of disposal of complaints received under CM Helpline and Chief Minister’s announcements should be made more effective. He directed for disciplinary action against officers delaying and committing negligence in disposal of complaints.

He said that fight against corruption should be intensified. Apart from identifying corrupt staff, conduct of their controlling officers should also be monitored. He said that that village level employees should turn up at office on a prescribed day. Such effective arrangements should be ensured. For this, a draft should be chalked out by holding inter-departmental meeting. Panchayat officers and office-bearers should also be rewarded for outstanding work. For this, programmes should be held at state, district and development block levels.

The Chief Minister said that cases and complaints under Panchayats Act should be disposed of within prescribed time-limit. Action should be taken against concerning officer if case is not disposed of within prescribed time-limit. He said that administrative control of Gram Panchayats on village level government servants should be strengthened further. Along with powers, duties should also be discharged effectively. Guidelines should be chalked out regarding duties and powers of Zila and Panchayat level public representatives.
