Madhya Pradesh Real Estate Policy and Madhya Pradesh Electric Vehicle Policy approved by Cabinet

Bhopal, October 15, 2019 (Ataullah Faizan): In a meeting held under the Chairmanship of the Chief Minister Shri Kamal Nath at Mantralaya today, the Cabinet has granted approval to the Madhya Pradesh Real Estate Policy-2019 and Madhya Pradesh Electric Vehicle Policy-2019. This will facilitate in attracting investment in the state. Efforts have been made through digital technology to implement better coordination in beneficiaries’ works and to implement applicants’ friendly system. This will help in bringing clarity, transparency and accountability in the work. Now 5 documents to be accepted in place of 27 Under the Madhya Pradesh Real Estate Policy-2019, provisions have been cut down for the citizens, colonizers, investors and all. Arrangement has been made to curtail provisions for immediate permission for small houses for citizens, cut down the provisions for Nuzul NOC, Coordination in the documents of Revenue, Town and Country Planning and Urban Bodies, return of excess land through land pulling, procedure for transparent decision for the old schemes, arrangement to release mortgaged property in phases, necessary arrangement has been made to make 5 documents essential by reducing 27 types of documents. Provisions such as one State one registration for colonizers, elimination of 2 hectares limit to prevent illegal colonization, permission in three phases for development and completion of the colony and exemption from the construction of EWS have been made. Similarly, for investors, many provsions in revnue like free F.A.R. on limit of area and to boost investors involved in construction of EWS/LIG have been made in the Real Estate Policy. Approval to Madhya Pradesh Electric Vehicle Policy-2019 The Cabinet has granted an approval to the Madhya Pardesh Electric Vehicle Policy-2019. To strengthen urban public transport, to reduce increasing air pollution in cities and to promote non-petroleum products, provision has been mande in the policy for charging, infrastructure development and exemption in manufacturing of electric vehilces and its components. Hundred percent exemption from motor vehicle tax and registration tax will be given on purchase of electric vehicles. There is also a provision for hunderd percent exemption from parking run under the urban bodies for the first five years. Along with this, new employment will be created by imparting training to engineers and technicians. Amendments in Madhya Pradesh Minor Minerals Law 1996 The Cabinet has granted approval to the amedments in Madhya Pradesh Minor Minerals Law 1996. Excavation lease will be alloted directly on obtaining bank guarantee of Rs. 2 crore on the proposals for Minor Mineral based minimum investment of Rs. 25 crore for new industry/expansion. In the Schedule-1, a new minor mineral ‘Manufactured Sand’ (M-Sand) is being included with the propsoed royalty of Rs. 50 per cubic meter. This provision will facilitate creating employment opportunities at local level along with the reciept of additional mineral revenue. In the mines of Granite and other shaped stone mines, there is no provision for sale of unusable stone (waste) received in excess quantity. The demand for this stone is enough for the building material. Hence, such unusable stone is being included at Sequence No.9 of Schedule-1 for manufacturing macadam/boulder with the proposed royalty of Rs.120 per cubic metre. This provision will facilitate availibilty of minor minerals for various construction works at local level. Collectors/Additional Collectors of the districts could sanction upto 4 hectare area of Schedule-1 and 2. On over 4 hectare and upto 10 hectare area, sanction could be given by the Director Geology and Mining and Regional Directors could approve upto 250 hectare are of these minerals with the prior permission of the government. Boost to Entrepreneurs and Startups The Cabinet granted approval to the Madhya Pradesh MSME Development Policy 2019. Under this provisions have been made for special package for concessions to the selected sectors like pharmaceuticals, textiles and powerloom, grant on plant and machinery along with building and additional grant to the units run by women/SC/ST entrepreneurs. Moreover, approval has been given by the Cabinet to the ‘Madhya Pradesh Startup Policy 2019. This policy will come in effect from April 01, 2020. This will help in enhancing facilities provided to the incubators and startups. This will benefit new entrepreneurs of the state, who wish to establish their startups with new products and innovative ideas. Approval to Bed and Breakfast Scheme The Cabinet granted approval to the Madhya Pradesh Bed and Breakfast Establishment Scheme 2019 in the series of new schemes to create employment opportunities in the tourism sector and to facilitate tourist with accomodation facility. The objective of the scheme is to provide domestic and foreign tourists with accommodation and snacks/meals at affordable rates, familiarizing domestic and foreign tourists with Indian culture and hospitality, facilitating citizens to earn income with additional capacity available in their houses and creating employment opportunities, developing and augmenting accomodation facilities for tourists at the local level and to expand the tourism accomodation facilty through private sector in the state. Other Decisions The Cabinet has ratified the decision for unreserved the land, out of the 72.77 hectare land reserved for the investors of Japanese and Far East and South East Asian Countries in Smart Industrial Park of Pithampur, for its development in the form of Multi Product Industrial Area for the investors of the State/Country.
